Not to exceed vendor request increase

The "Not to Exceed" (NTE) feature for Vendor Assigned work orders now lets vendors request higher NTE limits. This makes the workflow between the PMO and vendor smoother in Prism, making it easier to negotiate NTEs for different types of work. Though an NTE is typically a set cost limit, there may be cases where the overall cost needs to be discussed and adjusted.
