Updated booking rule terminology and descriptions

Booking terminologies and descriptions have been clarified to make resource configuration more intuitive for administrators. Users with "Can Manage Resources" permission will see these updates when editing existing resources or creating new ones.

What's changed:

Booking Window is now Minimum Notice Period with updated hint text: "Reservations must be made at least X days in advance before the booking."
Maximum Advanced Booking is now Booking Horizon with clearer hint text: "Reservations can be made up to X days ahead."

Sort reservation approvals by date and time

Easily sort by the date and time column on the Resource Reservations "Approvals" tab. Click the column header to sort reservations by newest or oldest, or click again to toggle sorting off.
